There are some differences between Beijing and the whole country in the fields of criminal behavior patterns and crimes，which have their own characteristics. Based on the theory of situational crime prevention，we should grasp the law of phishing crime，improve the pertinence of prevention，curb the upstream or related crimes，cut off the chain of interests，block the factors inducing crime，increase the judicial interpretation to deal with difficult and controversial issues，and make full use of dogmatics to play the role of law.
