The development of agriculture and rural areas in Laibin has experienced a steady and rapid growth since the 13th Five-Year Plan. This report focus on the achievements of “agriculture，rural areas and peasants” and the main measures taken during the 13th Five-Year Plan from the aspects of comprehensive production capacity，development of leading industries and improvement of scientific and technological system. At the same time，the outstanding problems still exist in the overall investment，organizational degree and peasants’ income in Laibin. Under the coexistence of opportunities and challenges，the paper also summarize the idea and plan of agricultural and rural development towards the 14th Five-Year Plan period，such as promoting the consolidation of the achievements of poverty alleviation and rural revitalization，consolidating the foundation of rural development，advancing the country modernization and rural construction，and deepening the rural reform effectively.
