During the 13th Five-Year Plan period，the improving pace of agricultural quality and efficiency in Guilin has been accelerated and，the degree of industry convergence，the development of advantageous characteristic agriculture and the endogenous growth capacity have continuously got improved. To the current problems of weak infrastructure，the income growth in rural areas being lower than expected，the agricultural industry system and service system lagging behind，this research put forward countermeasures and ideas that both the goal orientation and problem orientation should be considered to promote the high-quality development of agriculture during the 14th Five-Year Plan period. Some approaches are proposed，including ensuring food security，optimizing industrial distribution and production mix，improving the processing of agricultural products，accelerating the integration of agriculture and tourism；fostering a new type of subject and professional farmers；expanding circulation channels.
