本文运用非期望的超效率SBM模型,测度2006~2018年珠江—西江经济带11个市级单位的耕地利用效率,并运用Malmquist-Luenberger生产率指数刻画珠江—西江经济带的耕地利用全要素生产率动态变化特征,运用Tobit回归模型探究珠江—西江经济带耕地利用效率的主要影响因素,得出如下结论:2006~2018年,珠江—西江经济带耕地利用效率整体呈波动上升的趋势,但整体效率并不高;研究区域耕地利用全要素生产率整体呈下降的态势,主要受制于技术进步的抑制作用;经济发展水平和相关技术水平是影响珠江—西江经济带耕地利用效率的重要因素,而耕地资源禀赋起到负的作用,政府政策的影响作用并不显著。最后从制定差异化的农用地政策、加快构建农业发展科技支撑体系、加强农业基础设施建设三个方面提出建议。
<<This report used the undesirable super-efficiency SBM model to measure the cultivated land use efficiency of 11 municipal units in the Pearl River-Xijiang River Economic Belt from 2006 to 2018,and the Malmquist-Luenberger Productivity Index to describe the dynamic characteristics of Total Factors Productivity of cultivated land use in the Pearl River-Xijiang River Economic Belt;and utilized Tobit regression model to explore the main influence factors of cultivated land use efficiency in the Pearl River-Xijiang River Economic Belt. The conclusions are as follows:from 2006 to 2018,the overall cultivated land use efficiency of the Pearl River-Xijiang River Economic Belt shows a fluctuating upward trend,but the overall efficiency is not high;the Total Factor Productivity of cultivated land use efficiency in the study area shows a downward trend,which is mainly constrained by the restraint of technological progress;the level of economic development and the level of related technologies are important factors affecting the cultivated land use efficiency in the Pearl River-Xijiang River Economic Belt,while the endowment of cultivated land resources plays a negative role,and the influence of government policies is insignificant. This report puts forward suggestions from three aspects:to formulate differentiated agricultural land policy,to accelerate the construction of agricultural development science and technology support system,and to strengthen agricultural infrastructure construction.
