    2015~2020年珠江—西江经济带教育精准扶贫与乡村振兴有机衔接若干问题研究

    摘要

    在全面建成小康社会后,农村工作重心将由打赢脱贫攻坚战转向推动乡村振兴,而教育精准扶贫与乡村振兴之间存在目标和价值的统一性、政策和行为的统一性等特点,使得实现珠江—西江经济带教育精准扶贫与乡村振兴有机衔接成为可能。在珠江—西江经济带教育精准扶贫实施过程中,乡村学校的基础设施建设不断完善、乡村教育帮扶机制初步建立、在村人员教育培训机制基本建立、乡村人员的文化素养和技能水平逐渐提升,为实现珠江—西江经济带教育精准扶贫与乡村振兴的有机衔接夯实了坚实基础。但是,要实现两者的有机衔接,仍需处理好政策的有机衔接,确保教育帮扶政策、资源和力量投入的稳定性,找好教育精准扶贫助推乡村振兴的工作衔接点,正视教育精准扶贫与乡村振兴之间的政策和目标差异性等问题。为此,可以从实施乡村教育基础设施建设工程、乡村骨干教师建设工程、乡村教育发展带头人培养工程、农村务农人员职业技能提升工程等方面来推动教育精准扶贫与乡村振兴的有机衔接。

    Abstract

    After building a well-off society in an all-round way,the focus of government’s rural work will shift from winning the battle of poverty alleviation to promoting rural revitalization. Due to the unity of goals and values,the unity of policies and behaviors between education targeted poverty alleviation and rural revitalization,it has become an organic link between targeted poverty alleviation and rural revitalization in the Pearl River-Xijiang River Economic Belt probably. At present,in the process of the implementation of targeted poverty alleviation through education in the Pearl River-Xijiang River Economic Belt,the infrastructure construction of rural schools has been continuously improved,the rural education assistance mechanism has been initially established,the education and training mechanism for village personnel has been basically established,and the cultural literacy and skill level of rural personnel have been gradually improved,which has consolidated the organic connection between targeted poverty alleviation and rural revitalization in the Pearl River-Xijiang River Economic Belt However,in order to achieve the organic convergence of the two,we still need to deal with the following problems:to deal with the organic convergence of policies,ensure the stability of education support policies,resources and power input,find the work convergence point of education targeted poverty alleviation to boost rural revitalization,and face up to the differences in policies and objectives between education targeted poverty alleviation and rural revitalization. Therefore,we can promote the organic connection between education targeted poverty alleviation and rural revitalization from the implementation of rural education infrastructure construction project,rural backbone teacher construction project,rural education development leader training project,and rural agricultural workers’ vocational skills improvement project.
