本报告系统回顾了大众创新研究的兴起和发展，在已有非生产者创新理论的基础上提出了公民创新这一后熊彼特时代的创新范式。在中国情境下，公民群体特指我国的广大人民群众。因此，公民创新强调了人民群众作为创新来源的理论内涵，对已有创新源理论做出了重要补充，也在制度、公司和个人等不同层面上为如何释放人民的创新潜能提供了理论基础。
<<This report systematically reviews the burgeoning and development of innovation democratization research and propose a new innovation paradigm—Citizen Innovation（CI） based on existing non-producer innovation theories. CI emphasizes citizens’ participation in bottom-up social innovation efforts. It complements the source of innovation theory and provides conceptual foundation for realizing the great innovative potential of citizens.
