    2020年中国新型职业技能培训供给平台构建研究

    摘要

    2019年5月,国务院办公厅印发《职业技能提升行动方案(2019-2021年)》,提出把职业技能培训作为保持就业稳定、缓解结构性就业矛盾的关键举措,作为经济转型升级和高质量发展的重要支撑。随着互联网应用日益深入,职业技能培训线上线下融合发展,在线直播、视频录播、评论留言等形式为提升劳动者职业技能水平开辟了新的途径,但在新形势、新发展阶段下职业技能培训供需不平衡和培训监管机制不健全等问题日益凸显。研究构建以需求为导向的新型职业技能培训供给平台,可有效促进企业和职业院校参与职业技能培训行动计划的积极性和主动性、提升劳动者参与职业技能培训的自主性。

    Abstract

    In May 2019,the General Office of the State Council issued the “Action Plan of Upgrading Occupational Skills (2019-2021)”,proposing vocational skills training as a key measure to maintain employment stability and alleviate the structural employment contradictions,as an important support for economic transformation and upgrading and high-quality development. With the deepening of Internet applications,online and offline vocational skills training has been integrated and developed. Through online live broadcast,video recording and broadcasting,exchanges and interactions,new ways have been opened for improving the professional skills of workers. However,in the new situation and new development stage,issues such as the imbalance between supply and demand for vocational training and the imperfect training supervision mechanism have become increasingly prominent. It is recommended to study and construct a new demand-oriented vocational training supply platform,to effectively promote the enthusiasm and initiative of enterprises and vocational schools to participate in the vocational training action plan,and enhance the autonomy of workers to participate in vocational training.
