In May 2019，the General Office of the State Council issued the “Action Plan of Upgrading Occupational Skills （2019-2021）”，proposing vocational skills training as a key measure to maintain employment stability and alleviate the structural employment contradictions，as an important support for economic transformation and upgrading and high-quality development. With the deepening of Internet applications，online and offline vocational skills training has been integrated and developed. Through online live broadcast，video recording and broadcasting，exchanges and interactions，new ways have been opened for improving the professional skills of workers. However，in the new situation and new development stage，issues such as the imbalance between supply and demand for vocational training and the imperfect training supervision mechanism have become increasingly prominent. It is recommended to study and construct a new demand-oriented vocational training supply platform，to effectively promote the enthusiasm and initiative of enterprises and vocational schools to participate in the vocational training action plan，and enhance the autonomy of workers to participate in vocational training.
