    2019年欧盟新就业形态对中国的启示

    摘要

    本报告阐述欧盟新就业形态的类型特征,总结新就业形态现状和政策经验,分析存在的问题和挑战,并提出对中国的借鉴建议。欧盟新就业形态发展时间较短,在劳动力市场中规模较小,但处于快速发展中,并以平台工作为主要途径。平台工作类型多样,工作形式灵活化分散化特征明显。平台工人具有年轻化、男性为主、高学历特点,一般将平台工作作为兼职、短期工作,大多数是非雇员身份。新就业形态存在一系列新问题,包括工作边界模糊、劳动力市场风险高、就业身份不确定、就业保护法规框架缺失等问题。中国要借鉴欧盟经验,发挥新就业形态的就业吸纳和产业促进功能,制定分类精准政策,推进新就业形态的数据管理,加强有关平台工作的技术技能的长期持续积累。

    Abstract

    This report depicts the development of EU’s new employment form,with stress on the situation of the employment status,working condition,and supervision experiences from the EU. After analyzing the existing problems and challenges of EU labor market,some inspirations for China are put forward. The scale of EU’s new employment is small in the labor market but is developing rapidly,which is mainly in the form of platform employment. The platform employment are various,flexible and decentralized,generally part-time and short-term jobs. Most of the platform workers are not employees of a certain company. There are a series of risks and problems in the new employment pattern,including fuzzy work boundary,inadequate labor market conditions,uncertain employment status,and lack of labor protection legal framework and so on. From the experiences of the European Union,China should give full play to the proactive employment and industry efforts of new employment forms,formulate classified and accurate policies,promote data management of platform workers and strengthen the long-term and sustainable accumulation of technical skills related to platform employment.
