2020年新冠肺炎疫情的暴发,对我国经济社会产生了巨大冲击。本报告通过实地访谈、问卷调查和综合研究等方法剖析了新冠肺炎疫情对广东省经济、劳动力市场的影响,梳理并评估广东应对新冠肺炎疫情的人社政策措施,总结分析广东应对新冠肺炎疫情人社政策措施的主要亮点:快速、多举措、技术、服务;提出疫情从常态化逐渐过渡到后疫情时代人社政策建议:构建多层次社会保障体系,根据经济发展情况不同地区采取不同的政策措施,实现社保经办服务转型升级,细化企业划型标准及补贴政策,多层次多区域多形式协同解决就业问题,建立重大公共事件应急管理体系,加强对新业态及灵活就业人员人社政策的研究。
<<COVID-19 epidemic had huge impact on the economic society at the beginning of 2020. This report analyzes the impact of the COVID-19 epidemic on Guangdong provincial economy and the labor market through field interviews,questionnaire survey and comprehensive research. Various human resources and social security policies and measures in response to Covid-19 epidemic in Guangdong were reviewed and evaluated. On this basis,it summarized the main highlights of human resources and social security policies to deal with the COVID-19 epidemic in Guangdong:Fast,more measures,technology,service. So as to put forward the response measures on human resources and social security in the gradual transition from the normal epidemic to the post-epidemic era:building a multi-level social security system,taking different policies and measures according to the different economic areas,transforming and upgrading social security services,refining the standards and subsidies for enterprises,solving problems of employment through working together at various levels,in various regions and in various forms,establishing an emergency management system for major public incidents,strengthening research on human resources and social security policies for new forms of employment and flexible employment.
