数字社会中,数字素养不仅是公民的核心素养之一,也是发展数字经济的重要内容,还是提升国家核心竞争力不可或缺的一环,得到各国政府高度重视。本报告提出,我国公民数字素养培育处于起步阶段,2016年以后数字素养得到各方重视,特别是在新冠肺炎疫情期间提升加速,但是不同地区不同人群的数字素养差距大,城乡居民数字素养差距大。在数字中国发展战略背景下,我国政府需尽快构建符合国情的数字素养发展框架,政府需要加强数字素养“软投入”以弥合不同人群之间的数字鸿沟,数字素养教育需全面渗透现有教学体系,积极鼓励企业参与数字素养资源及平台建设等。
<<Under the COVID-19,the digital society is accelerating,and digital literacy is regarded as one of the core literacy of citizens in the digital society. Governments of all countries value it. This report provides a comprehensive description of media literacy,information literacy,digital literacy development framework,digital literacy development status in major foreign countries,and current domestic digital literacy development. Summarize my country’s digital literacy development characteristics and summarize the problems in my country’s digital literacy development. In the context of the Digital China development strategy,it is proposed that the government needs to introduce a digital literacy development framework that meets the national conditions as soon as possible. Digital literacy education needs to fully puncture the existing teaching system,strengthen digital literacy “Soft power” to bridge the digital divide,and encourage enterprises to construct resources and Platforms in digital literacy.
