自国家实施打赢脱贫攻坚战以来,就业扶贫无论在政策制定、实践推进、组织机制,还是实施方式等方面都取得了显著进展。主要实践经验体现在深化就业扶贫认识,提升工作定位;构建“中央主导、地方主责、部门协同、区域协作、社会共治”的就业扶贫工作机制;建立统一性与灵活性结合的多层次就业扶贫政策体系;坚持精准扶贫原则,精准识别,精准施策,精准服务;坚持促进本地就业与外出就业并重,多方促进贫困劳动力就业;坚持岗位开发和能力提升相结合;坚持政策与服务相结合,确保政策落地生效。下一阶段就业扶贫将在乡村振兴的大背景下,以建立持续消除绝对贫困、减少相对贫困的长效机制为主,就业扶贫对象变化且更加多元、贫困类型与致贫原因更加复杂、扶贫目标和要求更高,就业扶贫工作面临劳动力市场供需两侧形势变化、就业扶贫政策和服务能力不足等诸多挑战。在新形势下需要探索建立就业扶贫的长效机制,包括建立科学的目标设计与有效核查激励机制、政策对象的精准识别和动态调整机制、政策内容创新与调整机制、协调高效的政策实施工作机制、可及可靠可持续的保障机制等。

The key of employment poverty alleviation work,under the background of rural revitalization,is to establish a long-term mechanism which help to continuously eliminate absolute poverty and reduce relative poverty. The work of poverty alleviation through employment faces many challenges,such as more diverse objects,more types of poverty,more complex causes of poverty,and higher goals and requirements of poverty alleviation. The long-term mechanism includes several key aspects,such as scientific goal design and effective verification incentive mechanism,accurate identification and dynamic adjustment mechanism of policy object,innovation and adjustment mechanism of policy content,coordinated and efficient policy implementation mechanism,accessible,reliable and sustainable guarantee mechanism,etc.
