在快速老龄化的时代,中老年人口就业对于养老金体系的健康运行具有举足轻重的作用。利用中国健康与养老追踪调查数据分析,我们发现,我国城镇中老年人口在60岁之后的就业率下降很快,而同龄的农村中老年人口则维持了相对较高的就业水平,说明城镇老年人口中存在巨大的人力资源潜能,而在农村则存在着过度劳动问题。在继续劳动的人群中,农村男性的周工作时长处于一个非常高的水平。中老年人口就业的主要影响因素包括经济状况、家庭供养能力、退休制度和社会保障。农村人口的养老保障不足是他们过度劳动的一个原因。农村人口的就业更具有灵活性,更集中在农业部门、自雇和个体行业。相对地,城镇就业人口则集中在非农业部门和受雇行业。为推进积极老龄化战略,政府应推动灵活退休制度,鼓励城镇职工延长工作年限,同时加大对农村老年人口的经济支持。
<<Boosting the employment of the older population is key to a healthy social security system in the era of population aging. Based on the China Health and Retirement Longitudinal Study,we find that the employment rate of urban Chinese falls sharply after reaching statutory retirement ages while the rural population stays in the labor force much longer,implying a high level of excess work capacity among the urban population. The plight of overwork among rural residents is also evident from their longer working hours. Among the major determinants of older employment are health,family support,and pension incomes. Rural residents postpone the exit from the workforce because of their inadequate savings and low pension receipts. Compared to their urban counterparts,rural workers are more concentrated in the agricultural sector and more likely to be self-employed. Policy responses to population aging should encourage higher employment among older urban people via a flexible retirement system while bolstering economic support for rural elderly to allow them to enjoy a retirement life as well.
