2020年,中国在应对新冠肺炎疫情的同时,经济结构调整也在继续深化,“新基建”、线上经济、新制造等迎来快速发展机遇,需求侧改革不断推进,新型消费持续发力,对稳定就业形势和优化就业结构产生了较好影响。展望“十四五”时期,就业总量矛盾和结构性矛盾持续并存,同时中国就业市场将面临以内循环为主的“双循环”经济格局、新一代科技发展、解决发展不平衡不充分矛盾等多重因素叠加的重大变革,将呈现百年未有之大变局。对此,需要加强制度供给,解决适应劳动力大规模迁移流动(社保转移支付、跨区域就业服务)、劳动技能转型提升,以及新就业形态的劳动用工和权益保障等重大问题。
