In 2019，Guangzhou has built a relatively complete system of higher education institutions，initially formed the situation of high-quality higher education resources leading the development，and the results of the construction of innovation platform and mechanism have gradually emerged. the higher education cooperative development leads a new stage. However，the scale of colleges and universities affiliated to Guangzhou is relatively smaller，and there are few high-quality higher education resources. The cooperation mechanism with other universities in Guangzhou is not perfect，and the higher education international influence needs to be improved. It is suggested to expand the scale of municipal colleges and universities，increase high-quality higher education resources，deepen the cooperation with universities in Guangzhou，and promote international development.
