The characters of China’s fiscal and economic operation from January to August 2007 are as follows：the increase of turnover tax is relatively balanced，the increase of income tax and small tax are relatively faster；key payout is increasing fast；public fiscal characters are becoming more obvious. According to current trends，the roles of supply and demand are quite strong，the system’s potential is releasing continuously. There are some issues that should be focused on：economic operation is turning overheated；the price of assets is unstable；it is difficult for peasants to increase their incomes；and the pressure of fiscal adjustment is increasing. The general choices of fiscal policy in the future should be：maintain the proper strength of fiscal policies to prevent economy from turning overheated，strengthen the regulative role of tax policy to guide economic structure adjustment，strengthen the adjustment of expenditure structure to improve the people’s livelihood，and strongly promote reform to provide institutional guarantee.
