为着力解决公安执法服务工作中长期存在的不作为、慢作为、乱作为以及公众参与度较低、认可度不高、获得感不强等问题,南京市公安局探索建立了以民意主导警务为核心的“民意110”机制,建立健全执法服务“好差评”制度,将人民群众具象为每一个执法服务对象,创新了公众参与公安执法和社会治理的路径方式,充分保障了社会公众的知情权、参与权、表达权和监督权,有效提升了警务执行力和执法公信力,形成了基层社会治理现代化的南京样本。
<<In order to solve the problems of inaction,slow action,disorderly action,and the problems of low public participation,low recognition,poor sense of acquisition in the long-term public security law enforcement service,Nanjing Public Security Bureau has explored and established the “Public Opinion Surveillance” mechanism in which the public opinion leading police service is the core. Moreover,the “good or bad evaluation” system of law enforcement service has also been established and improved,regarding the people as individual object of every law enforcement service. The practices above are innovative methods for the public to participate in security law enforcement and social governance,fully guaranteeing the public’s right to know,to participate,to express and to supervise,as well as effectively improving the capacity of the police and the credibility of law enforcement. As a result,a Nanjing Role Model of modernizing grassroots-level social governance is formed.
