北京市已累计接收南水北调水逾60亿m3,本研究基于系统动力学方法构建水资源系统模型,模拟2018~2028年北京市水资源承载力动态变化,定量评估南水北调工程对北京市水资源承载力的提升作用。首先,开展水资源现状评价。评价结果表明:①自南水北调通水的5年以来,2019年水资源的供给能力较2014年提升11。1%,南水北调水在供水系统中的占比已经增加到19%;②2015年开始,南水北调置换北京市部分地下水的开采,地下水供给量从55%降低到37%,而且地下水的开采系数α出现第二拐点,地下水开发系数的降低系数加快;③南水北调补给生态用水叠加北京市优化产业结构是提升北京市生态用水的两个最重要因素,解决了北京市河流水资源量长期难以满足河流生态需水的困境。其次,本研究基于系统动力学方法的水资源承载力模型结果表明:2018~2028年,缺水程度控制在5%以内,北京市水资源系统能保障系统内的人口承载力从2154万人稳定增长到2235万人;北京市水资源系统仍以生活用水和生态用水为主体,生态用水将是所需生态需水的1。66倍。南水北调调水量较现有的调水量增加了22%,主要用于改善人民生活品质和人口规模适度增长,因而生活用水增加了20%,生态用水增加了32%,城镇和农村居民的人均生活用水量提高约16%。最后,本研究认为南水北调调水量对北京市水资源承载力的提升效果是显著的。
<<Beijing has received more than 6 billion m3 of water from the South-to-North Water Diversion Project (S-N project),which has greatly improved Beijing’s water resources carrying capacity (WRCC). This study uses a system dynamics (SD) model to quantitatively access the effect of S-N Project on Beijing’s WRCC from 2018 to 2038. Firstly,based the assessment of the status of water resources,the assessment results show that (1)Since the S-N project was completed five years ago,the supply capacity of water resources in 2019 has increased by 11.1% compared to 2014,and the proportion of S-N project in the water supply system has increased to 19%;(2)since 2015,the S-N project is partly substitution of groundwater exploitation in Beijing. The proportion of groundwater exploitation has been reduced from 55% to 37%. The groundwater exploitation coefficient a has reached the second inflection point,meaning the rate of reduction has accelerated;(3)It is the two important factors,ecological flow (e-flow) and the optimization of Beijing’s industrial structure where water consumption per 10,000 yuan’s GDP reducing from 17.58 m3 in 2014 to 11.78 m3 in 2019,that have improved Beijing’s e-flow use. Secondly,this study uses a system dynamics (SD) model to quantitatively assess the effect of S-N Project on Beijing’s WRCC. The simulation results from 2018 to 2038 show that under the condition of the water scarcity within 5%,Beijing’s WRCC can promote the population carrying capacity from 21.54 million to 22.35 million. Beijing’s WRCC will be still dominated by domestic water and ecological water,where e-flow will be 1.66 times of the e-flow’s current demand. The amount of water diverted by S-N Project has increased by 22% compared the current diversion. The increase in water supply is mainly used to improve the quality of life of the people and moderate population growth. Domestic water consumption has increased by 20%,and ecological water consumption has increased by 32%. The per capita water consumption of urban and rural residents will also be increased,increasing by about 16% domestic water consumption per capita. Finally,it is concluded that S-N Project has a significant promotion effect on Beijing’s WRCC.
