北京市公共卫生服务已经拥有稳固的基底,兜住民众全生命周期的健康网底已经织好,因此工作面临的主要矛盾是资源的优化配置问题,即如何保持体制机制的核心竞争力,实现优质均衡下的网底织密。本报告通过对北京市东城区的案例研究,建议在基底稳固的前提下,以信息化支撑和人才保障为两大顶梁柱发挥承重作用,以顶层监管为天花板铺设边界,通过分级诊疗、紧密型医联体以及家庭医生制度的深入开展,形成合力促进公共卫生服务的机制迭代,在此过程中挖掘北京市的优势,最终达到公共卫生服务体系全面优化、各机构主体良性互动减少摩擦、资源配置有机团结降低损耗、为民众带来切实获得感的目标。
<<Beijing’s public health services already have a solid foundation,and the health network that covers the entire life cycle of the people has been woven. Therefore,the main contradiction of the work is the optimal allocation of resources,that is,how to maintain the core competitiveness of the system and mechanism to achieve high quality The bottom of the net is densely woven under the balance. Based on a case study in Dongcheng District,Beijing,it is recommended that under the premise of a stable foundation,information support and talent guarantee should be used as the two pillars to bear the weight,and the top-level supervision should be used as the ceiling to lay the boundary. As well as the in-depth development of family doctors,the formation of a joint force to promote the iterative mechanism of public health services,in the process of tapping the advantages of Beijing,and finally achieving the overall optimization of the public health service system,the benign interaction of the main bodies of various institutions to reduce friction,and the organic unity of resource allocation to reduce losses,The goal of bringing people a sense of real gain.
