提高义务教育资源配置效率,重视内涵和质量发展是破解义务教育发展不平衡不充分问题的重要手段。本文参考和借鉴相关研究,首先确定义务教育投入和产出指标,然后对2019年北京市某区的52所小学进行了调研,并采用主成分分析法和数据包络分析法(DEA),对样本学校的教育资源配置效率进行了评价。通过比较相关结论发现,在人、财、物投入中,生均预算内公用经费对义务教育资源配置效率的影响最为显著;在各科学业成绩的产出中,语文平均成绩对资源配置效率的影响力更大;街道小学教育资源配置效率整体高于乡镇小学;小学整体的规模效率较低,其中街道小学规模偏大,乡镇小学规模偏小。最后结合实证研究结果,从教育经费、城乡布局、优质教育资源扩散、信息技术利用、城乡义务教育评估指标体系五个方面,提出相应政策建议。
<<To improve the efficiency of compulsory education resource allocation and attach importance to the development of connotation and quality is an important means to solve the imbalance and insufficiency of compulsory education development. Based on the relevant research,this paper first determines the input and output indicators of compulsory education,and then evaluates the allocation efficiency of educational resources of all 52 primary schools in a district of Beijing in 2019. Finally,combined with the empirical research results,from five aspects of education funds,urban and rural distribution,high-quality education resources diffusion,information technology utilization,urban and rural compulsory education evaluation index system,put forward the corresponding policy suggestions.
