留学归国人才拥有独特思维、先进发展理念、广阔视野。留学归国人才创业可以解决自身的就业问题,还可以增加就业,促进社会经济高质量地发展,维护社会的稳定。本文通过对河南省留学归国人才创业就业的现状进行分析,得出如下结论:河南省留学归国人才创业就业阶段面临着文化社交不足、缺乏创业教育、国外服务缺失、竞争能力下降、需求与供给不符等突出问题。在此基础上本文从提前应对文化冲击、全面开展创业服务、走出国门主动服务、增加供给、需求传导等角度提出了促进河南省留学归国人才创业就业的对策建议。
<<Returned talents studying abroad have a unique way of thinking,new development concept,a broad vision,more advanced technology,rich market information,policy system,mature experience,and management model. Returned talents studying abroad can solve their own employment problems,increase employment by starting a business,promote high-quality socio-economic development,and maintain social stability. Based on the analysis of the current situation of entrepreneurship and employment of returning talents studying abroad,Henan Province’s returning talents are faced with outstanding problems,such as insufficient cultural socialization,lack of entrepreneurship education,lack of foreign service,decline in competitiveness,inconsistent demand supply,lack of job-hunting,lack of entrepreneurship training,insufficient entrepreneurship services,difficulty in financing entrepreneurship,conflict of cultural ideas,low income and high expenditure. On this basis,from the perspectives of responding in advance,carrying out comprehensively,serving actively,increasing supply,conducting demand,promoting strengths and avoiding weaknesses,combining industrial parks,strengthening policies,financial support,cultural exchanges,supporting living facilities,this paper puts forward a number of suggestions to promote the entrepreneurship and employment of returning talents studying abroad in Henan.
