Henan Province’s scientific and technological talent construction has made great achievements while facing the outstanding problems，such as the relative shortage of high-level talents，the talent structure is not coordinated，the insufficient transformation of scientific and technological achievements，and low investment in research and development. To build an ecological system of innovation and entrepreneurship of science and technology talents，we should think more about worst-case scenarios，the organization and implementation of major scientific and technological tasks，and the coordinated development of science and technology，industry and finance. To build a science and technology talent innovation and entrepreneurship ecosystem，Henan should further improve policy system，set up high standards to build a major innovation platform，and further optimize the evaluation system of science and technology talent. Henan should adhere to bringing in the talent and training the talent，encourage to play colleges the major role in innovation and entrepreneurship.
