In the new development paradigm，developed countries are key partners of China to advance high-quality development and high-level opening-up. Shanghai has long been playing a pioneering role in China’s development cooperation with developed countries and become a pilot to implement new reform policies. Since the beginning of the 2020 when the COVID-19 pandemic hit the world and impeded globalization，we have seen big challenges for the development cooperation between Shanghai and developed countries. However，as Shanghai assumes the new responsibility to connect domestic and international markets as a hub of the dual circulation，its potential of further opening up is ready to be unleashed. In addition to continue its efforts on cementing platforms including the annually held China International Import Expo（CIIE），Shanghai together with developed countries，have also made great achievements on jointly building the Health Silk Road，the Digital Silk Road as well as the Green Silk Road. In the future，Shanghai needs to strengthen its ties and deepen its partnership of development cooperation with developed countries.
