During the period of 2016-2020，thanks to efforts in green innovation and progress in resources and environmental efficiency，Shanghai has witnessed a win-win game of economic and social development and ecological and environmental improvements；at the same time，Shanghai has endeavored to carry out eco-civilization institutional reforms enacted by the national government，officials environmental accountability and enterprises pollution regulation being stricter，more market-based environmental policies，environmental public participation and inter-provincial environmental cooperation coming into force，and a local comprehensive plan being issued for environmental governance system modernization. This report is to assess and compare Shanghai’s achievements in eco-city building in the dimensions of economic basis，green innovation，living environment and environmental governance，and it is found that although Shanghai is a pioneer among the Yangtze Delta cities，too great population and too many manufacturing enterprises constitute big challenges. To 2035，the eco-city Shanghai should catch up with the top global cities such as New York，London and Tokyo in the aspects of resources and environmental efficiency，environment quality and ecological products provision. In order to reach this target，Shanghai needs to control population scale and numbers of manufacturing enterprises，implementing stricter environmental standards，encouraging whole-society investment in improving resources and environmental efficiency，optimizing value realization mechanisms for ecological products especially market-based mechanisms，advancing environmental governance system and capacity modernization，and making better use of closer Yangtze Delta cooperation for environmental protection and green development.
