Tianjin firmly holds on to the functional orientation of “building a national advanced manufacturing research and development base”，which is given by the national strategy of coordinated development of the Beijing-Tianjin-Hebei region，and unswervingly promotes the transformation and upgrading of the manufacturing industry and high-quality development. To layout the industrial chain around the innovation chain and realize the integrated development of the innovation chain and the industrial chain is the key to realize the jump in the value chain of the industrial chain and improve the competitiveness of the manufacturing industry chain. By constructing a three-level index system describing the degree of the integration of industrial chain and innovation chain，the dynamic changes of the integrated index of Tianjin’s two chains were measured. It was found that the degree of integration of Tianjin’s two chains has been continuously deepened and strengthened after integrating into the Beijing-Tianjin-Hebei coordinated development strategy. At the same time，some practical problems are revealed，such as，Tianjin’s industrial innovation ability is not strong，the role of enterprises as the main body of innovation is not sufficiently played，the industry chain innovation has obvious shortcomings，the flagship innovative enterprises and international well-known brands are lacked. Therefore，in the process of further promoting the integration of regional industrial chain and innovation chain，Tianjin needs to focus on enhancing industrial innovation ability，accelerating technological innovation，promoting transformation and innovation，and stimulating the vitality of talents to actively explore and make beneficial attempts.
