Innovation intermediary is an important bridge connecting the main bodies in the process of innovation transformation and a key link to promote the integration and development of Beijing-Tianjin-Hebei innovation chain and industrial chain. On the basis of defining the connotation of innovation intermediary theory，this paper analyzes the mechanism of innovation intermediary in the integration of innovation chain and industry chain，and makes a systematic study on the development of each innovation intermediary in Beijing，Tianjin and Hebei. The results show that the technology promotion service industry at the back end of the innovation chain is developing well，and the scale of technology intermediary needs to be enlarged. The biotechnology promotion service occupies the main position in the whole technology promotion industry of Beijing，Tianjin and Hebei，and the new material technology promotion and environmental protection technology promotion occupy a relatively low proportion in the number of enterprises. On this basis，the paper puts forward some suggestions，such as improving the policy environment of technology service industry，paying attention to regional cooperation and main body linkage，attaching the cultivation of technology service talents，and establishing a high-quality S & T service system.
