激活创新要素活力和提升创新扩散效率是中国在逆全球化和发达国家技术保护背景下实现从要素驱动向创新驱动转变的关键。本报告运用企业大数据分析和空间回归分析对京津冀的创新扩散成效进行测度,研究发现,京津冀创新资源空间分布不均衡现象较为显著,尚未有效激发高校的创新活力,基础研发投入环节对区域创新产出的促进效果相对有限,创新源(北京)的创新成果主要流向津冀以外地区,创新承接地(津冀)科技中介主体和知识产权保护主体发育不足;2014年京津冀协同发展战略提出之后,基础研发投入环节对经济增长的促进作用未发生显著变化,吸收转化投入环节和创新成果产出环节对经济增长的促进作用发生显著变化。
<<Activating the vitality of innovation factors and improving the efficiency of innovation diffusion are the keys to China’s transformation from traditional factor-driven to innovation-driven under the background of anti-globalization and technological protection in developed countries. This report uses corporate big data analysis and spatial regression analysis to measure the effectiveness of innovation diffusion in Beijing-Tianjin-Hebei. The study found that the unbalanced spatial distribution of innovation resources in Beijing-Tianjin-Hebei is relatively significant,and the innovation vitality of universities has not been effectively stimulated. The promotion effect of regional innovation output is relatively limited. The innovation results of the innovation source (Beijing) mainly flow outside Tianjin and Hebei,and the innovation undertaking (Tianjin) technology intermediary and intellectual property protection entities are underdeveloped;in 2014,the Beijing-Tianjin wing coordinated development After the strategy was put forward,the role of basic R&D investment in promoting economic growth has not changed significantly,and the role of absorption and transformation of input and the output of innovation results in promoting economic growth has undergone significant changes.
