    2010、2019年京津冀生物医药产业链与创新链融合发展研究

    摘要

    生物医药产业具有高成长性、强关联性和强带动性,能够借助技术密集特性促进相关产业集聚,有效带动相关产业创新发展。本报告通过构建耦合度和耦合协调度模型,从制造与创新的规模变动、发展活力变化、创新动力变化、两系统耦合协调度变化等维度,对京津冀生物医药产业链和创新链的融合程度进行测度。研究发现,京津冀生物医药产业创新环节对制造环节创新发展的支撑作用整体在逐渐增强,制造环节与创新环节融合成效整体稳步提升,但各地产业发展差距较大,创新资源呈现明显“双核”分布格局,多数城市并不具备在本地实现双链较好融合发展的基础,需要借助京石两地创新辐射力量促进本地产业链与创新链耦合发展。基于此,本报告提出以下对策建议:打造多主体参与的京津冀生物医药产业信息一体化交流平台,抓紧建设一批研发环节公共设施,构建“金字塔”型创新链发展格局,多维度提升科技成果转化效率,等等。

    Abstract

    The biomedical industry has high growth,strong correlation and strong driving force,which can promote the agglomeration of related industries and effectively drive the innovation and development of related industries with the help of the technology-intensive characteristics. By constructing coupling degree and coupling coordination degree models,this report measures the integration degree of biomedical industry chain and innovation chain in Beijing-Tianjin-Hebei region from the dimensions of changes in the scale of manufacturing and innovation,changes in development vitality,changes in innovation driving force,and changes in the coupling coordination degree of the two systems. Study found that Beijing-Tianjin-Hebei biomedical industry innovation link of manufacturing support role in the development of the whole is gradually enhanced,manufacturing and innovation link fusion results overall rising steadily,but there is a large gap in the industrial development of various regions,and the innovation resources present an obvious “dual core” distribution pattern. Most cities do not have in the foundation for the development of the local better realize the double chain integration,it is necessary to promote the coupling development of local industrial chain and innovation chain with the help of the radiation power of innovation in Beijing and Shijiahzuang. Based on this,this report puts forward the following countermeasures and suggestions:build a multi-agent information integration exchange platform for the Beijing-Tianjin-Hebei biomedical industry,pay close attention to the construction of a number of public facilities for research and development,build a “pyramid” innovation chain development pattern,and improve the efficiency of transformation of scientific and technological achievements in multiple dimensions,etc.
