人才链与产业链深度融合是重构京津冀产业链条、推进京津冀高质量协同发展的必然选择。本报告对人才链与产业链融合的国内研究进行了梳理,对产业链和人才链的内涵进行了定义,通过对人才链与产业链的耦合机理和演化机制的分析,构建了人才链与产业链融合发展双螺旋模型。根据构建的双螺旋模型,从京津冀人才链、产业链、综合环境(政府)、产才主体(企业)、人才培养(教育)和科研合作(创新)六个方面来分析京津冀人才链与产业链融合发展的现有基础以及面临的困境,从突出“人才链+产业链”顶层设计、发挥“链式发展+人才开发”企业主体作用、建设“北京辐射+政产学研”协同创新体系、明确“合作+改革”教育发展方向四个方面提出了促进京津冀人才链与产业链深度融合的建议。
<<The deep integration of the qualified personnel chain and the industry chain is an inevitable choice for restructuring the Beijing-Tianjin-Hebei industry chain and promoting the high-quality coordinated development of Beijing-Tianjin-Hebei region. This report sorts out the domestic research on the integration of qualified personnel chain and industry chain,defines the connotation of the industry chain and the qualified personnel chain,and through analyzing the coupling mechanism and evolution mechanism,constructs a double helix model of the double chain integration development. On the basis of the model,this report analyzes deeply the existing basis and difficulties in the double chain fusion,involving six aspects of the Beijing-Tianjin-Hebei qualified personnel chain,industry chain,comprehensive environment (government),industrial subject (enterprise),talent training(education) and scientific research cooperation (innovation). According to the above deficiencies,the author puts forward suggestions from four aspects of standing out the top design of “qualified personnel chain and industry chain”,giving play to the main role of enterprises in “chain development and talent training”,building a collaborative innovation system of “Beijing radiation combined with Government-Industry-University-Research Institute”,and clarifying “cooperation and reform” as the direction of education development.
