It is such a theoretical and practical subject deserving special and urgent attention that，due to the division of the system，the supervision of the “Double Management of Cadres “meaning one’s working place in and the Party organization belonging to locality while the authority of the cadre management going to the competent departments，which needs to be further explored in practice. Based on the current research of the” Double Management of Cadres” and the review of the locality （department） exploration，this paper thoroughly analyzes the reasons and laws of the crime referring to the typical cases of violation of discipline and laws by cadres under double management investigated by the Commission for Discipline Inspection and Supervision of Shuozhou，Shanxi，focusing on the vulnerable spots of the coordinated work during the discipline inspection and supervision between the local governments and the local Commission for Discipline Inspection and Supervision. Special attention has been paid to the supervisory problems of contradiction between “fail to supervise what we see” and “fail to discover what we supervise” and to the exploration of the three mechanisms （information communication，clue transformation，results sharing） established by the Commission for Discipline Inspection and Supervision of Shuozhou in the work process of discipline inspection and supervision with local governments. This paper objectively evaluates the operation condition of collaborative linkage mechanism and its preliminary outcome of the enhanced supervision of the “Double Management of Cadres”. In order to strengthen the supervision and coordination of the “Double Management of Cadres”，relevant thoughts and suggestions have been shared in view of combining theory with reality.
