本报告依据北京市、天津市、上海市和重庆市4个直辖市下辖区县纪检监察网站上公开的信息,对4个直辖市下辖所有区县纪委监委2020年网站信息公开情况进行了评估,发现公开平台建设逐步完备、组织结构信息公开更加全面、部门收支信息公开更为规范、制度规定公开更加深入、纪委全会工作报告逐步公开、“通报曝光”信息公开更加有力、巡视巡察整改信息公开逐步深化、社会参与渠道比较通畅,但同时也存在公开平台建设不完善、部门收支公开地区差异大、本级制度规定公开不够、通报曝光信息公开不均衡、上一级巡视巡察内容公开有待深化和社会参与亟须优化等问题。建议明确功能定位;出台公开标准及标准体系,推进公开规范化;升级公众互动模式,优化社会参与渠道。
<<Based on the information disclosed on the websites of discipline inspection and supervision of the districts and counties under the jurisdiction of Beijing,Tianjin,Shanghai and Chongqing,this report evaluates the information disclosure of the websites of the discipline inspection and supervision commissions of all the districts and counties under the jurisdiction of the four municipalities in 2020,and concludes that the construction of the public platform has been gradually improving,the information of the organizational structure turns to be more comprehensive,the information of department revenue and expenditure is more standardized and the number of rules and regulations has increased. The work reports of the plenary sessions of the commissions for discipline inspection have been gradually made public,and the information of “Notification exposure” seems more powerful. However,at the same time,some problems still exist,including the imperfect construction of the public platform,the great regional disparities in the revenue and expenditure disclosure of each departments,the insufficient disclosure of the regulations at the same level,the unbalanced information disclosure,the need to publicize the content of the inspection from the higher authority,and the urgent need to optimize social participation. It is suggested that with clarified function orientation,criteria and standardized system should be introduced to promote the standardization of being public,and the public interaction mode should be upgraded to optimize the channels of social participation.
