Theoretically speaking，emotional petition inherits the ideal of the ruling party and is the concrete presentation of mass line and mass work in the field of petition. Emotional petition provides new ideas and strategies for the governance of petition，such as integrating emotional elements into people’s thinking，implanting emotional concepts into petition practice，embedding emotional technology into the theoretical assumption of resolving accumulated cases，and emotional strategies such as education guidance，expert guidance，emotional counseling，psychological counseling，family and friends persuasion are worth exploring.
