The development of elderly care service is an important measure to actively respond to the population aging and to protect and improve people’s livelihood. Shanghai has made great achievements in the development of elderly care service during the 13th Five Year Plan period，but it is facing challenges such as the great demand for social elderly care service，the supply structure of elderly care service to be further adjusted，and lags behind of elderly care industry development. To deepen the elderly care service in Shanghai during the 14th five year plan period，efforts should be made to stabilize the supply elderly care service，make up for the shortcomings of elderly care service，accelerate the development of elderly care industry，improve the level of smart elderly care services，and promote regional cooperation in the Yangtze River Delta.
