“十三五”期间上海市积极推动教育改革,加强对基础教育教师的政策支持保障,教师队伍建设取得明显成效。但对标现代化国际大都市的教育发展水平和《上海教育现代化2035》战略目标,上海教师队伍仍存在短板,包括师资培养体系不完善,教师育德能力、信息素养、跨学科素养等专业能力不足,以及编制、职称、待遇等改革保障机制不健全等问题,制约着基础教育高起点高质量可持续发展。“十四五”期间需要全面加强教师队伍建设,政府和学校为教师终身学习创设优良的环境,通过完善教师职前职后培养培训制度,深化管理体制改革,激发教师队伍活力,满足新时代教师队伍发展的要求,同时统筹多方资源和力量,提高教师待遇保障水平,吸引优秀人才争相从教。
<<During the 13th Five-Year Plan period,Shanghai promoted educational reforms,strengthened policy support and guarantees for teachers in basic education,and achieved remarkable results in the construction of the teaching team. However,in accordance with the level of education development in a modern international metropolis and the 2035 strategic goal of Shanghai’s education modernization,Shanghai’s teaching staff still has shortcomings,including the imperfect teacher training system,and lack of professional abilities such as teachers’ moral education ability,information literacy,and interdisciplinary literacy. And problems such as imperfect reform guarantee mechanisms such as establishment,professional titles,and remuneration restrict the high-quality and sustainable development of basic education from a high starting point. During the 14th Five-Year Plan period,it is necessary to comprehensively strengthen the construction of the teaching team. The government and schools create an excellent environment for teachers’ lifelong learning. By improving the pre-service and post-service training system for teachers,deepen the reform of the management system,stimulate the vitality of the teaching team,and meet the development of the new era of the teaching team. At the same time,we will coordinate multiple resources and strengths,improve the protection of teachers’ salary,and attract outstanding talents to teach.
