    2020~2035年上海社会发展水平评价与分析

    摘要

    报告回顾和总结了“十三五”以来上海社会发展取得的成就,并以南京、杭州和全国平均社会发展水平为参照系,建立了上海社会发展指数评价体系,全面评价上海社会事业发展状况。总体来看,上海社会发展水平不断提升,但与周边的大城市南京和杭州相比存在一定差距。从一级指数看,上海社会活力指数得分相对更高,社会公平领域发展相对不足;从二级指数看,上海社会保险、社会进步和公共服务等领域发展相对较好,社会就业和基础设施发展相对不足。未来上海要聚焦就业、养老、基础教育、住房等关键民生领域,促进城乡社会资源均衡配置,创新基层治理,提升服务能级,进一步推动上海社会事业高质量持续发展。

    Abstract

    The report reviews and summarizes the achievements of Shanghai’s social development since the 13th five year plan. Based on the average level of social development in Nanjing,Hangzhou and the whole country,the report establishes an evaluation system of Shanghai’s social development index to comprehensively evaluate the development of social undertakings in Shanghai. Generally speaking,Shanghai’s social development level has made continuous progress in terms of its own vertical ratio,but there is a certain gap with the horizontal ratio of the surrounding second tier cities Nanjing and Hangzhou. From the first level index,the score of Shanghai social vitality index is relatively higher,and the development of social equity is relatively insufficient. From the second level index,the development of social insurance,social progress and public service is relatively good,and the development of social employment and infrastructure is relatively insufficient. In the future,Shanghai should focus on employment,pension,basic education,housing and other key areas of people’s livelihood,promote the balanced allocation of urban and rural social resources,innovate grassroots governance,improve service level,and further promote the high-quality and sustainable development of Shanghai’s social undertakings.
