出于对习近平总书记“总体国家安全观”内容的落实和丰富产业安全研究的目的，本报告针对文化产业构建产业安全指数。结合文化产业的特征，本报告以24个文化产业指标为基础，运用熵权法计算得出2014～2018年北京市的文化产业安全指数。实证结果显示，北京的文化产业安全指数保持增长，说明了当前北京市文化创意产业融合化、集群化和引领发展态势日益明显。但北京市的文化产业安全仍然存在较大提升空间，集中体现为“规模化”不足，缺乏大型领军文化企业。建议进行产业政策间的统筹，促进多个产业良性互动；着重培养专业和和复合型人才，促进人才引进，完善人才激励政策；把党的领导贯彻到文化产业工作的各个流程等。
<<In order to carry out the contents of General Secretary Xi Jinping’s “overall National Security concept” and enrich the research on industrial safety，this paper constructs the industrial safety index for the cultural industry. Based on the characteristics of cultural industry，this paper uses entropy weight method to calculate the safety index of cultural industry in Beijing from 2014-2018. The empirical results show that the safety index of cultural industry in Beijing keeps increasing，which shows that the integration，clustering and leading development of cultural and creative industries in Beijing are becoming more and more obvious. However，the security situation of cultural industry in Beijing still has great room for progress，which is reflected in the shortage of “scale” and the lack of large leading cultural enterprises.
