With the rising value of data factor and further development of data productivity，there is a call for innovative reform in data governance. Faced with rapid changes in data technology and data business，as well as many “dilemmas or even multiple-difficulties” choices in the field of data governance，we should uphold the “futuristic perspective，generalized perspective，and global perspective”，follow the principles of “encouraging innovation，inclusiveness and prudence，protection and development go hand-in-hand”，and attempt to promote a governance pattern of “multi-party participation，collaboration and win-win”.
