    数字经济与人力资本需求(2019~2020)

    摘要

    新时代我国数字经济的发展持续加速,呈现新就业形态。数字经济的就业规模攀升以及岗位类别多样化趋势,带动了ICT就业份额和经济效益逐步增长,同时对人力资本技能提出新要求。当前及未来一段时期内,人力资本结构仍存在高端人才供给短缺、专业技能人才不足和需求两极分化等问题。劳动人口的基本技能处于较低水平,与发达国家有一定的差距。”十四五“时期中国的人力资本提升路径与方向主要为提升教育和培训水平、注重技能调查和监测、继续深入高校和企业的合作等。

    Abstract

    China’s digital economy continues to enjoy accelerated development in the new era,demonstrating new patterns for employment. The rising employment scale of the digital economy and the diversification of job categories have led to the gradual increase in the share of ICT employment and economic benefits it brings forward,along with new requirement for human capital skills. At present and in the short run,the human capital structure is still faced with challenges such as shortage of high-end talents,shortage of professional skilled talents and polarization of demand. For the time being,China’s basic skill level of the working population is still relatively low,which is lagging behind that of the developed economies. During the “14th Five-Year Plan” period,China’s human capital improvement path and direction are mainly centered on improving the level of education and training,focusing on skill investigation and monitoring,and continuing to enhance the academic-corporate collaboration.
