By normative analysis on the legislation structure and empirical analysis on the legislation made by people’s congresses and standing committees thereunder of 31 provinces，autonomous regions and municipalities，this article detects such issues of local regulations concerning state organs of Chongqing as relatively incomplete overall structure and insufficient local regulations on internal administrative affairs and administrative agencies，puts forward such suggestions as completing the local regulations concerning the local People’s Congress system，enhancing legislation of local regulations on internal administrative affairs and administrative agencies，and otherwise in combination with local characteristics and future legislation demands of Chongqing and proposes relevant opinions on legislation concerning state organs made by the Standing Committee of Chongqing People’s Congress in 2020 based thereon.
