Chongqing is the economic center in the upper reaches of the Yangtze River and the only municipality directly under the central government in the Midwest and the local legislation work thereof has attracted much attention. By comparing and analyzing the structures of local regulations of Chongqing and those of such developed regions as Shanghai and Guangdong Province and nearby region as Sichuan Province，this article presents the legislation achievements of Chongqing in the past two decades and concludes the deficiencies in legislation work. It carries out macroscopic comparison and case study and uses the results so obtained to explore the legislation approaches to be followed in the future and the further method for optimizing the structure of local regulations，with a view to facilitating the better exercise of local legislation power by the legislation authority of Chongqing.
