The leadership of people’s congress in legislation，with identified basis of policy and law，is an important requirement for implementing the spirit of the 4^th Plenary Session of the 18^th CPC Committee and an integral component for completing the national governance system and promoting governance capacity. Enhancing the leadership of people’s congress in local legislation is the mechanism and procedure for completing the Party’s leadership in legislation，the standardized exercise of local legislation power and scientific distribution of profits under the political system of socialist country. Only when the people’s congress leads the overall legislation procedures and the promotion of legislative activities under the leadership of the Party and constructs the institutional framework from such four perspectives as “directed by the Party committee”，“led by the people’ congress”，“supported by the government”，and “participated by all parties”，will the local legislation procedures be gradually completed and supplemented，the local legislation power be well exercised，and the comprehensive promotion of law-based governance be deepened in local legislation practices.
