    2016~2020年推进北京市人工智能产业高质量发展的对策建议

    摘要

    近年来,北京市人工智能产业发展态势良好,但受产业内外综合因素影响,在关键技术、人才招引培育、数据底基、行业共性技术开放共享、专项政策等方面,仍有不足。本报告从聚焦产业薄弱环节、聚焦关键领域、聚焦关键问题、聚焦顶层设计四个维度,提出要重点支持四个“一批”企业,要以基础层、技术层、应用层亟须的关键技术为突破口,加速多领域多产业的创新融合发展,要着力打通行业数据、应用场景开放、数据底基、投融资需求等共性难点堵点,要强化顶层设计,形成市级层面的一揽子政策,打造具备区域特色的协同发展格局,构建推进人工智能产业加速迭代发展的更优环境。

    Abstract

    In recent years,Beijing’s artificial intelligence industry has developed well. However,affected by comprehensive factors inside and outside the industry,there are still deficiencies in key technologies,talent recruitment and cultivation,data base,industry common technology opening and sharing,and special policies. From the four dimensions of focusing on weak links in the industry,focusing on key areas,focusing on key issues,and focusing on top-level design,this paper proposes to focus on supporting four “batch” enterprises,and to focus on key technologies that are urgently needed at the basic,technical,and application layers. The breakthrough point is to accelerate the development of innovation and integration in multiple fields and industries. It is necessary to focus on breaking through common difficulties such as industry data,open application scenarios,data foundation,investment and financing needs,etc.,to strengthen top-level design,form a package of policies at the municipal level,and create A coordinated development pattern with regional characteristics will build a better environment for accelerating the iterative development of the artificial intelligence industry.
