    2019年中国35个城市居民教育质量满意度指数报告

    摘要

    实际上,新中国成立以来,党和政府就高度重视教育事业的发展,统计结果显示,居民对教育质量的关注度一直是民生问题的最大热点。本报告通过问卷对中国35个城市居民的教育质量满意度进行了调查,调查显示,2019年,中国35个城市居民教育质量满意度指数加权平均值为67。02,介于一般(50)和满意(75)之间,略低于2018年的69。37。但学业负担(26。17)、课外教育支出(24。92)两项调查结果均处于不满意或非常不满意区间,并且均低于去年的指数(分别为29。94和28。77),说明我们在教育体制改革方面还有很长的路要走。通过对影响居民教育质量满意度的因素分析发现,教育提供能力(万人拥有的学校数和万人拥有的教师数)、人均可支配收入和教育文化娱乐消费比对提高居民教育质量满意度均有正向作用。因此建议继续贯彻“教育优先发展战略”,保持和稳定财政性教育经费支出水平,优化财政性教育经费投入的结构,同时加强教师队伍建设,加强教育制度改革力度和步伐,促进教育资源的公平配置,特别是运用好优质教育资源。

    Abstract

    Since the foundation of the People’s Republic of China,the CPC and the government have attached great importance to the development of education. According to the statistical findings,education quality has always been the hottest topic of people’s living standards among Chinese residents. The team conducted a questionnaire survey on residents’ satisfaction with education quality in the 35 cities. It is observed that in 2019,the weighted mean of the education quality sub-indices of the 35 cities is 67.02,between “acceptable” (50) and “good” (75),and slightly lower than that of 2018 (69.37). However,the indicators of student workloads (26.17) and extracurricular education expenses (24.92) are perceived “unacceptable” or “poor”,and both lower than that of last year (29.94 and 28.77,respectively). Based on the analysis of the influential factors of education quality satisfaction,it is found that the capacity of education provision (No. of schools/10,000 residents and No. of teachers/10,000 residents),the per capita disposable income and the ratio of education,culture & entertainment expenditures have positive effects on improving the satisfaction with education quality. Therefore,it is suggested that the government might need to keep holding on to “the strategic priority of education development”,while maintaining and stabilizing the public spending on education,and optimizing related investment structure. At the same time,it might also need to further build the teaching team,reinforce and accelerate the reform of the education system,and promote the equitable allocation of educational resources,especially the proper use of quality educational resources.
