本文构建公共服务满意度指数,比较分析七市公共服务满意度状况发现,七市公共服务总体满意度均未达到比较满意水平,其中,重庆、杭州并列首位,四大一线城市排名靠后。从领域看,公共安全、生态环境、社会服务等发展型公共服务排名靠前,养老服务、医疗服务、住房服务等保障型公共服务排名靠后。本文采用跨层线性模型分析个人层面和城市层面因素对公共服务满意度的影响效应。城市层面中,城市经济水平高、公共服务财政投入大、公共服务效果好与公共服务满意度显著正相关;个人层面中,老年人、农村居民、有房一族、党政机关事业单位群体、收入高的群体公共服务满意度较高。基于上述分析,本文提出了五点提升公共服务满意度的对策建议。
<<This paper constructs the public service satisfaction index,and analyzes the public service satisfaction in seven cities based on the index. The results show that the overall satisfaction of public service in seven cities has not reached a satisfactory level. Among them,Chongqing and Hangzhou share the first place,with the four first-tier cities ranked lower. In terms of fields,developmental public services,such as public safety,ecological environment and social services,are ranked at the top,while social security services,such as housing services,medical and health services and old-age services,are ranked at the bottom. In this paper,hierarchical linear model is used to analyze the influence of individual and city factors on public service satisfaction. At the city level,the high level of city economy,the large financial investment in public service and the good effect of public service are positively correlated with the satisfaction of public service. At the individual level,the elderly,rural residents,people with houses,party and government organs and institutions,and groups with high incomes have higher satisfaction with public services. Based on the above analysis,this paper puts forward five countermeasures and Suggestions to improve public service satisfaction.
