In recent years，with the social transformation and the variation of social principal contradiction，the social foundation of urban and rural community governance has changed. To adapt it，the governance system of urban and rural community should also be adjusted. This research is going to tease out the historical process of urban and rural community governance in China and summarize the innovational experience of Guangzhou. Which would be very helpful to build the new governance system of urban and rural community in the new era. The research argues that the aim of urban and rural community governance in the new era is to achieve inclusive growth for the people. Therefore，constructing inclusive community is the main goal of urban and rural community governance. During this process，the main principles are accurately identify key public issues within the community and combine different ways to build the new governance system of urban and rural community depending on the type and development stage of the community.
