Social management and social construction have been incorporated into the overall layout of the construction of socialism with Chinese characteristics in the context of promoting the modernization of social governance in the new era. And it becomes an important items on the agenda of Party committees and governments at all levels. Social organizations are an important part of the social governance set of “co-construction，co-governance and sharing”. Among that，community social organizations have great advantages and potential in “moving the barycenter of social governance down to the grassroots”. At present，there are some problems in community social organizations，such as strong organization homogeneity，weak organization initiative and potential sneeds to be cooping out. On the one hand，it is urgent to establish a social organization incubators to cultivate，support，manage and supervise the organization. On the other hand，the influence and credibility of social organizations that can provide community social organization cultivation services are insufficient. Haidian District of Beijing has provided Haidian experience to solve the problems above by “establishing hub type of social organization-building incubators-cultivating community social organization”.
