作为首都信息治理和基层社会治理转型发展的代表性案例,大兴区“接诉即办”信息平台的核心优势在于信息治理能力的整合优化。在实践路径层面,提升“连续性管理”能力与“数据素养”,催化社会治理的联动效应,实现信息资源向治理效能的关键转换。在治理理念层面,化被动为主动,积极介入复杂舆情,利用新型技术,真正实践“为人民服务”的执政理念。本文建议未来首都信息治理应注重公众监督、公民隐私权保护以及针对利益矛盾和价值冲突的管理艺术,同时避免信息治理的“技术中心主义”倾向。在信息治理经验的适用和推广问题上,应区分和调适治理经验的普遍性与地方性双重特征,同时统筹把握治理经验在常态与非常态情境下的“变与不变”。
<<As a representative case about the capital information governance and the switching development of community-level governance,the core advantage of the “Public complaints have been processed without delay” information platform of Daxing District lies in the integration and optimization in the information-governance-ability. On the one hand,in the practical path level,it aims at the improvement in the “consistent managing” ability and “data literacy”,meaning while,to catalyze the linkage effect in the social governance,resulting in the key transformation of information resource to the governance efficiency. On the other hand,in the governance theoretical level,it demonstrates the change from passivity to activity and energetic involvement in complex public sentiment,truly applying the “serve the people” governance concept via the utilization of new type of technology. This essay suggests that in the future,the capital information governance should focus more on public supervision,the protection of civic privacy as well as the concentration on the managing art towards benefit ambivalence and value conflicts,simultaneously avoiding the “technology-centered” policy tendency when it comes to this topic. In the terms of adaption and expansion of the information governance experience,it is obligated to distinguish and adjust the bi-traits of information governance experience between generalization and localization,and at the same time,to plan and control the variability or invariability of the relevant experience conformed in the normal and abnormal situations.
