This paper focuses on the grassroots practice of consultative co-governance. Firstly，it simply combs the evolution of institutional design from deliberative democracy to grass-roots consultation and then to urban and rural community consultation. Then，it introduces a specific case of community parking management，and through the description of this case，it explores the operation mechanism of deliberative democracy in grass-roots governance practice. The research shows that deliberative democracy and community governance are naturally coupled in both value pursuit and practical goal. Through consultation and dialogue，governance subjects can effectively reach consensus，promote public affairs settlement，achieve community governance goals. It is expected to implement the principle of democratic consultation in grass-roots governance practice to create a new pattern of community governance.
