党的十九大提出加快实现高等教育内涵式发展。本报告围绕这一新的理念,分析了我国学术学位研究生培养模式中存在的主要问题。根据高等教育服务市场理论建立学生工作、导师制度和培养方案三位一体层次分析框架,通过细化的问卷调查对现有模式进行评价。三项评分总体来看处于中等水平,其中对学生的兼职管理和调研能力训练评分最低。权重分析显示,学生工作中招生方式和过程管理最受关注,导师制度评价中对学术道德培养的重视度居首,其次是知识结构的完整。结果还显示,轻教学、重科研的理念在培养方案制定中依然具有广泛影响。本报告最后提出了“以内涵式、质量化为目标,以体制机制创新与开放为抓手,增强改革内外部动力”的基本思路,并提出了一系列具体改革建议:建立“两个统一”的招生考试制度;改变“重科研、轻教学”理念,强化教学与管理的规范性;等等。
<<The 19th National Congress of the Communist Party of China proposed to accelerate the realization of the connotative development of higher education. This article focuses on this new concept and analyzes the main problems in our country’s graduate training model. According to the theory of higher education service market,a trinity analysis framework of student work,tutor system and training program is established,and the existing cultivating mode is evaluated through detailed questionnaire survey. The three scores are generally considered to be moderately low,and the part-time management and research ability training for students is the lowest. The weight analysis shows that the enrollment methods and process management in student work receive the most attention,and the importance of academic ethics in the evaluation of the tutor system ranks first,followed by the integrity of the knowledge structure. The results also show that the concept of neglecting teaching and emphasizing research still has a wide range of influence in the formulation of training programs. The article finally puts forward the idea of “taking connotation and quality as the goal,focusing on the innovation and opening of system and mechanism as the starting point,enhancing the internal and external power of reform”,as well as a series of specific reform suggestions,such as establishing the “two unified” enrollment system;changing the concept of “underestimating teaching,emphasizing scientific research” and strengthening the standardization teaching and management;the government should focus on the enrollment index and the number of graduates,and gradually transfer to focus on the quality of graduates;establishing the responsibility and rights of the core management post of graduate students and the specialization of graduate students education as an internal and external innovation incentive mechanism of higher education open to the outside world.
