2019年是中国高等职业教育发展过程中，具有里程碑意义的一年。《国家职业教育改革实施方案》发布，重大改革次第推进，“百万扩招”启动，中国高等职业教育发展迎来历史性机遇，职业教育进入高质量发展的历史新阶段。本报告聚焦2019年中国高等职业教育发展，基于对重要政策文本和高职教育关键年度数据的分析，指出2019年中国高职教育发展重点：“双高计划”建设吹响职教高质量发展号角、“三教改革”成为高职教育内涵建设的重点、重大赛事持续引领教育教学改革、职业教育教研与科研重视程度进一步提升。基于此，新时期职业教育的“中国模式”构建、复杂生源背景下高职院校改革、经济高质量发展阶段职业教育服务能力提升等成为当前中国高等职业教育面临的问题和挑战。
<<2019 is a landmark year in the development of higher vocational education in China. As a implementation of “China’s education modernization 2035” and “Implementation Plan for Accelerating Education Modernization （2018-2022）”，the “National Vocational Education Reform Implementation Plan” was released in this year，which clarified the top-level design and blueprint of the vocational education in the new era. Some major reforms were advanced successively，the million enrollment expansion started subsequently. The vocational education of China has entered a new historical stage of high-quality development. The higher vocational education in China also ushered in a historic opportunity.
