本报告采用目的性抽样方法选取22所“转型”高校作为考察对象,对其公布的《2018~2019学年本科教学质量报告》的相关内容进行整理和归纳,结果发现:“转型”高校应国家经济结构调整和产业升级的要求,进行了一系列改革。改革的主要措施有:确立本科教育的主导地位、明确培养适应地方经济社会发展所需的应用型本科人才、构建专业动态调整机制、促使教师队伍建设满足应用型人才培养需要、推动校企合作形式向多样化发展。但也存在“转型”过程中出现新的同质化倾向、经费投入数额未能满足应用型人才培养需要、缺乏权威的“双师双能型”教师认定标准等诸多问题。为此,建议“转型”高校应用型人才培养要在满足时代发展需求和服务地方之间保持张力、促进实践教学资源共享、制定“双师双能型”教师认定标准等,以提高应用型本科教育质量。
<<The report focusing on 22“transformation” pilot local colleges and universities that is selected by purposive sample from The Report on Undergraduate Teaching Quality during the 2018-2019 Academic Year,is found that the “transformation” pilot colleges and universities to respond to the requirements of the national economic structure adjustment and industrial upgrading,carried out a series of reforms,such as establishing the dominant position of undergraduate education,clearly cultivating application-oriented talents to serve local economic and social development;constructing dynamic adjustment mechanism for specialty;promoting the development faculty to meet the needs of application-oriented talents training,boosting diversified forms of university-enterprise cooperation. However,there are also many problems in the process of “transformation”,such as the new tendency of homogenization,the financial input hard to meet the cultivation of application-oriented talents,and the lack of authoritative standards for “double-qualification double-ability” teachers. In order to improve the quality of application-oriented undergraduate education,it is necessary to maintain the tension between meeting the needs of the times and serving local economic and social development,realize the sharing of practical teaching resources,and develop the standard of “double-qualification double-ability” teachers.
